KISHTWAR, Jan 23: With the arrest of a former Laskhar-e-Toiba (LeT) ultra, police claimed to have solved murder of Special Police Officer (SPO) in Kishtwar district. Two ex-ultras involved in the case are still at large along with snatched weapons of slain SPO and operation has been launched by the police to flush them out.
Police has registered a case FIR number 342 of 2011 under section 302 and 392 RPC and 7/27 AA in Police Station Kishtwar.
The investigation of the case was conducted by Deputy Superintendent of Police (DySP) Headquarters Abrar Chowdhary, assisted by a team of officials of Police Station Kishtwar under the supervision of SP Kishtwar Bhim Sen Tutti.
While addressing a hurriedly called press conference, DySP Headquarters Kishtwar Abrar Chowdhary disclosed that on December 3 last year, Mohammad Rafi, son of Abdul Rashid Mochi, LeT surrendered militant of Sarthal Saroor met SPO Mohammad Hanief at Doda. He disclosed to him information regarding present location of HM Divisional Commander Mohammad Amin Butt alias Jehangir in Palmar area of Kishtwar. SPO took up the matter with his seniors in operation camp Doda and subsequently planned an operation to be executed on the intervening night of December 5 and 6, 2011. On December 6, 2011, the source (Mohammad Rafi) met the SPO and informed him that the operation has been delayed because of movement of army in the area in which Amin Butt was located at present.
DySP Chowdhary asserted that Rafi again met SPO on December 8, 2011 at Bus Stand Kishtwar and planned the operation afresh. SPO Hanief called his colleagues of the operation party from Doda and asked them to camp at Thathri till he (Hanief) further informs them to move to the site of operation. The whole operation party headed by Selection Grade Constable Sandeep Kumar stayed at Thathri and SPO Hanief with his source (Rafi) proceeded to Sozna Palmar area in the afternoon of the same day.
By the time the ex-ultra of LeT had coordinated the murder of the SPO Hanief with his co accused ex-militants of LeT Shahnawaz alias Bilal Ahmed Khandey, son of Ghulam Mohammad Khandey and Nafees Munwar Khandey son of Mohammad Munwar Khandey both resident of Sozna Palmar.
When SPO Hanief along with the source Rafi reached at Sozna (Uppar Plamar), DySP Headquarter said, Hanief was received by ex-militants Bilal and Nafees. Hanief was told by them that Divisional Commander Jehangir will come at the desired location in the wee hours of the next day and accordingly he should stay at some safe place till the next morning. SPO and his source Rafi were made to stay in the house of a private school teacher Sandeep Kumar, son of Dhani Ram of the same locality. Sandeep was told by Bilal that both Hanief and Rafi are employees of J&K State Board of School Education and they have travelled from Jammu in connection with exam duties of Class 12th and will stay in his house for the night.
Accordingly, the meals for Rafi and Hanief were also managed in the house of Sandeep Kumar by Bilal and Nafees. In the wee hours of December 9, 2011, Bilal along with Nafees contacted Rafi and asked him to get SPO Hanief along with him at a pre-decided isolated place. When Rafi along with Hanief and the duo reached at the said place, Nafees and Bilal overpowered Hanief whose weapon was lying in a bag. Rafi fired upon him from the point blank range in the posterior part of his head with a Chinese Pistol provided to him by some intelligence agency, Abrar Choudhary asserted.
“The SPO collapsed on the spot and died. After the death of the deceased SPO, the trio of ex-militants dragged the body of SPO under a stone and covered it with hedge. After killing the SPO, all the three ex-militants fled from the spot along the bag containing one AK 47 Rifle, 4 AK magazines and a loaded Pistol of SPO Hanief. The matter remained silent till the evening of December 10, 2011, when the locals spotted the unidentified body and informed police,” DySP averred.
Police team headed by DySP HQ Kishtwar Abrar Chowdhary reached the spot and started the investigation after identifying the dead body. In the evening of December 10, 2011, both the ex-militants of LeT Mohammad Rafi and Bilal Ahmed Khandey fled away with the weapons of the deceased SPO to join the LeT caders again.
While conducting the investigations of the case police has arrested the Nafees Khandey who was also allegedly planning to join the militant ranks and was waiting for the delivery of the weapon for him, DySP Head quarters Kishtwar claimed, adding that he was arrested by the cops. He has been produced before the CJM Kishtwar for seeking police remand, he added.
Police has recovered a number of incriminating documents from the custody of Nafees indicating vital information about the LeT in the area and the details of a number of sympathizers of LeT. Police is also investigating as to how the surrendered militant Rafi managed to get Chinese Pistol from some intelligence agency used by him for killing SPO. Bilal had a number of contacts with the LeT sympathizers in Kishtwar town and its periphery when he was active LeT militant. As per the information of police, he had kept weapons with his close aide before his arrest in Shopain. He is contacting them for the delivery of the said weapons for revival of LeT cadre. Police is likely to make a number of arrests in this connection from Kishtwar town and its periphery. Certain LeT supporters of Dool area, one of them a dealer in CAPD department are tasked by Bilal to collect funds for his organisation. Police is planning to take legal action against them, DySP claimed.
Shanawaz alias Bilal had remained an active LeTmilitant for more than three years before he was arrested in a murder and arms case by Shopian police in the year 2007. He remained in jail till October 2010 when he was bailout by the court, while 30-year-old Mohammad Rafiq also remained an active militant of LeT for quite some time and surrendered before Kishtwar police in November 2003. Like Shanawaz, Mohammad Rafiq was also facing trail in number of cases registered against in various police stations of erstwhile Doda district. Nafees was arrested in September 2007 and was bailed out in July 2008, the police officer added.
Police has also invoked the Unlawful Activities Act in this case and is planning to confiscate the moveable and immovable properties of the arrested as well as absconding accused involved in the case. Police has been launching operations to arrest or neutralise both the absconding accused and is very close to success, he maintained.
