Self styled Assistant Director of CA & PD withdraws money, transfers senior employees unauthorizedly

Accommodates blue eyed in class-iv shortlist

Anantnag, August 29: Throwing prescribed norms to winds, blue eyed self styled Assistant Director CA & PD Pulwama is withdrawing money from Pulwama treasury and transferring senior officials unauthorizedly as according to Treasury Officer, the official has failed to produce the government order besides the passage of ten months.

Official sources told Early Times that the blue eyed employee of Consumer Affairs and Public distribution department identified as Mushtaq Ahmad Wani made his posting in the office of Assistant Director Pulwama as TSHO (HQ) just before the six days of retirement of then the Assistant director CA&PD Pulwama.

According to a government order (No_302 DCAPDK)  Mushtaq Wani was  posted as TSO (HQ) on 21^st of September in year 2013. However being a junior to many officials, Wani managed to occupy the chair of Assistant Director by allegedly using his political connections besides bribing the higher ups the department.  

According to the documents available with Early Times, after the retirement of Mohd Aslam Pukhta (Then the Assistant Director CA&PD Pulwama) wani occupied the chair and without any government order or departmental conformation sent his spacemen signatures to the treasury Pulwama vide No.CAPD/PUL/13/2368-73 dated 10-10-2013, however the Treasury officer returned the official letter with the direction to produce Government order for authorizing the specimen signatures as the arrangement made is not as per financial rules vide his No.DTO/PUL/4556-60 dated 26-10-2013.

Mohd Yousf, District Treasury Officer Pulwama when contacted that the said official has not yet produced any government order neither has responded to his letter.

“Yes last year in October I wrote to the said officer and directed him to produce a government but instead of it he contacted my higher-ups and compelled to obey verbal instructions after the employees protested outside DC office when I stopped his bills.” said, Treasury Officer.

A senior official of the department whishing anonymity said, “Administrative department has not issued Govt. order in his favour because being a junior to some officials in seniority lists. Till date the said officer is illegally drawing the bills from the treasury and withdraws the huge cash from Government account from J & K bank also but who has the guts to confront the employee as he darling of politicians and CA&PD officials.”

Official sources said that besides drawing bills illegally, the official is throwing all the prescribed norms of the department by making transfers and postings of high ranking officials. “Corruption has eaten the whole office, he throwing the norms to winds in day broad light by making transfers of senior officials and promotes storekeepers as TSO’s for which he is not competent.” said, sources.

They said that the said official made transfers this year during parliamentary elections even when Model code of Conduct (MCC) was in place. They said that self styled assistant director of the department is the main source of income for his higher-ups.

Sources said that the official has accommodated blue eyed in class-iv shortlist and has earned in lakhs out of it. “He appointed himself as the chairman of the recruitment committee while as appointed KAS officer as members of it which is against the norms and thus accommodated blue eyed.” revealed sources.

Repeated attmempts failed to contact Director CA&PD, However Deputy Director CA&PD South Circle who had directed the said official on various occasions to obey the rules, denied to comment on the issue. “What can I tell you must contact Director Shah as he is only the competent authority to comment on the issue.” said, Deputy Director South.
