The Revenue department has fraudulently
transferred over 203 Kanals of state land to thirty two (32) beneficiaries in Ranipora
village of in South Kashmir’s Anantnag district to mint money from the India Army.
According to documents, available with Early Times, the
revenue department officials have committed the fraud during the years of 2010
to 2012 to get some blue-eyed persons benefited from the Indian army.
Documents reveal that 203 kanal, 01 Maral and 1.5 Sirsai of
state land was transferred under S-432 to some blue-eyed beneficiaries fraudulently
as the said land was never under the occupation of beneficiaries.
A total of thirty two
(32) mutations have been attested from 20-05-2010 to 31-5-2012, documents
reveal.

Revenue Experts opinioned that state land under the occupation
of any government or semi-government can’t be transferred under S-432
Revenue Department Notification, Government order No. S-432
of 66 dated 3rd June 1966 says that proprietary rights be conferred on the cultivators of state land
who are permanent residents of state and have already been declared as tenants-at-will
in terms of Government Order No. LB/6-C of 1958 subject to the conditions that
land is held by them in self cultivation continuously from Kharif 1957-58.
However, here the land transferred was never cultivated by
the beneficiaries and therefore S-432 has been used fraudulently.
During the in-depth investigation, Early Times filled an RTI
application and asked for the information related to the scam. The recene
department in its RTI reply authenticated that kanal, 01 Maral and 1.5 Sirsai
of state land was transferred under S-432 and 32 mutations have been attested.
The department further said that Army has so far paid
1685540 rupees to such beneficiaries in whose favor such mutations have been
attested.
The department also said that issue of such large scale
mutations is a matter of high level enquiry and identified four officials, Mohd
Yousf Mir (Retired Tehsildar) Mohd Yousf Wani Presently, GQ Qaimoh Kulgam, Mohd Yousf Presently SQ DC
office Anantnag, Mohd Farooq Bhat, presently
GQ consolidation involved in attesting such mutations.
