Jammu and Kashmir Urban Local
Bodies Kashmir has finally decided start an orientation program for newly
elected representatives as complaints of ‘highhandedness’ by these representatives
have started pouring in from various area of Kashmir.
Director Urban Local Bodies Kashmir, Farooq Ahmad Rather
told Early Times that orientation program will likely begin from 10th
of December and newly elected representatives will be made aware about their responsibilities
and duties.
Director said that the department has already started printing
business rule booklets and each member will be provided a copy of so that they
work as per their mandate.
Most of the newly elected members, mostly in South Kashmir,
have irritated local population by indulging in those activities that don’t
fall in their domain.
Members backed by a right-wing party have started
developments works to allegedly to intimidate contractors. They have also
started issuing directions to senior officials of other departments.
A few days ago, a BJP supported President of a Municipal Committee
not only stopped the work of a contractor but got his material and equipments
of laborers seized on verbal directions. The department, executing the work,
however has asked the contractor to resume the work besides have intimated to
Government about the development.
Another President of Municipal Committee not only inspected schools
but ensured Zonal Education Officer accompanies him during the visit. These
members are even seizing unexpired items during market checking drives.
An executive Officer of Municipal Committee in South Kashmir
said that his newly elected president gets letters and orders drafted from
Srinagar. “It’s me who is supposed to draft the letters and orders by my
President gets them drafted from Srinagar most probably from Party headquarters,”
he revealed.
He admitted that newly elected members, having low
educational qualification, aren’t aware about their jurisdiction. “Orientation Program
for them is brilliant idea. They need to be taught about their responsibilities,”
he added.
